The room on the left is let out to a young lady of dubious virtue - the Resident Tart.

Here you can see her reclining in all her glory.  The Dandy has just shut the door behind him and is, I think, saying "Well helleah, little girlie".

Provided he has plenty of money with him, he is assured of a warm welcome.

In the room on the right, The Mystical Mahlig - Your Future Foretold, is reading the Tarot cards for the young lady.

he and the Policeman are watching the street vendor go by.
